Downloading a document but automatically downloads as a pdf

What happens is that a download pop-up appears but the contents of the download is the media page containing the pdf. In other words, the pdf 'container' is downloaded, not the pdf, and this format is not pdf compliant. What I would like is to download the pdf file itself. I scrolled down the list a little more, and there was also a 'Portable Document Format (PDF)' option. I changed that as well from 'save file' to 'use Adobe Acrobat Reader DC' and now all of my downloaded PDFs open up automatically just like I want.
